In the efforts to improve the quality of education, the university needs using not only internal information in order to be able to make the necessary decisions in university management, but also rely on objective statistics and the results of interviews of stakeholders and experts in the field of education. Thus, one of the instruments for the education quality enhancement is the rankings. However, this is not the only role of rankings in education, in the conditions that they include not only statistical data, but more complex criteria, for example, the opinion of leading scientists, or taking into account the ideas about the outcomes of their training of graduates, the rankings allow formulating strategic goals for the further development of the university, and in a broader sense - to set the vector of the development of the educational space as a whole. The authors carry out a comparative analysis of the dynamics of changes in the indicators of the three most famous world university rankings in order to identify strategies for improving the quality of education. By the example of one of the parameters, the article demonstrates the relationship between the quality of education and the position of the university in the ranking.

This paper first held cumulative analysis of all the major authoritative rankings in the field of social and economic resources for education that allows to make an evidence-and quite unexpected conclusions about the independence of the education index from its funding; high dependence on condition of science from the funding of science and of education, the possible existence of relation between education’s state, health development and entrepreneurship.

Long-term perspectives of influence of the Matthew effect of universities ranking on the higher education system. Bebenina Ekaterina V.. Otechestvennaya I zarubezhnaya pedagogika. 2019. № 2. v.2  pp. 97-105.

The Matthew Effect is widespread in various areas of public life. The Matthew Effect was proposed by Robert Merton to describe the citation of articles. The Matthew Effect also extends to university ratings, which in turn have a similar impact on the entire world system of higher education. The Matthew Effect is present in the relationship of the distribution of the best universities in the world with the level of innovation and is confirmed by the policy of hightech countries to invest more in education. The effect of this Matthew Effect is actually a positive feedback. The author of this article is modeling radical scenarios. The strongest universities will strengthen their positions, the weakest will weaken, the middle universities will be polarized to a large extent. The strongest universities in the world according to university ratings are about 5% and are located in less than half of the countries of the world. The polarization of universities will lead to increased social stratification at the state level.

The article presents the results of the round table “Online and offline education: methodology and decision-making”. The round table discussed various aspects of the relationship between online and offline education. The round table was attended by the faculty and students of the Faculty of Philosophy of Lomonosov Moscow State University, colleagues from the Institute for Strategy of Education Development of the Russian Academy of Education, as well as representatives of Novosibirsk, Astrakhan, Kaliningrad, and Ulyanovsk universities. The round table not only addressed the issues of online and offline education in accordance with its name, but its own work was also organized both online and offline. The participants of the round table were unanimous in their understanding of the current situation in the education, within which not the replacement of offline education with online education is important, but a reasonable balance between the traditional speech dialogue and the possibilities of modern digital technologies. Specific examples of the existing interaction between these two forms of education were analyzed. It was shown that at the stage of familiarization of the respective subject areas' languages, for example, in the case of the philosophical language, the direct dialogue with the lecturer cannot be replaced by watching the online courses. Online feedback is mechanistic and suffers from the lack of empathy. Participants of the round table addressed also research experience of the foreign economists, psychologists, and philosophers who concluded that there are no reliable studies that would show that switching to online education does indeed reduce costs, crucially increases intellectual ability or knowledge and students' competencies. Roundtable participants supported the idea of online education as a set of additional learning tools for the traditional educational system. At the same time, the discussion represented below is also of crucial importance, because it can be considered as an example of the philosophy and philosophers' implementation in their most important modern function - the humanitarian expertise of new social projects and technologies. 

Features of the Independent Public-Professional Accreditation Described on the Example of Samara State Aerospace University

The paper is described activity of the Independent Accreditation Centre for Engineering Specialities intended to support integration of Russian high school accreditation system and the international one. The aim of this paper is to design an acceptable and visual model for university education quality evaluation. It is important to identify and substantiate the value of each of the approaches used by the author. The article presents the analysis of the way university status indicators turn into the directions of development and therefore cease to perform their indicative function. Society pays little attention to the problems of methodology for rankings and criterial indices, which allow choosing and ranking universities and scientific institutions, although rankings themselves are widely spread in the educational space; and their results serve as key indicators for assessment of scientific and educational institutions. The paper discloses by the example of Shanghai’s ranking its true target, bias of a number of indicators as well as the reasons for the choice and weight setting for certain indicators. The author suggests an alternative method for ranking based on available data.
