The aim of this paper is to design an acceptable and visual model for university education quality evaluation. It is important to identify and substantiate the value of each of the approaches used by the author. The suggested model can be applied in practice both in analyzing existing strategies and ways of developing universities in Russia and abroad, and in developing their own strategies and directions for the development of universities in terms of selected and priority criteria and indicators. The author analyzes the criteria used for universities accreditation and ranking.
